An employee at the Georgetown store said he could not comment on any possible raids. Efforts to reach officials of the store chain were unsuccessful last night. Frysiek said Customs will try to find the importers of items seized. A 1986 federal antidrug abuse act makes it illegal to import materials for use in preparing or using drugs, the official said. He said investigators purchased materials at the stores and 'took it to experts' whom they 'asked 'would you use this to smoke pipe tobacco?' ' Frysiek said 'the response was overwhelming - 'no way.' ' The customs official said his agency's involvement in the investigation was based on the belief that the materials at the stores were imported. He said the materials in the stores, which an affidavit listed as including bongs and water pipes, are not labeled as designed for use in smoking drugs, but are 'presented as something that could be legitimately used.' A sign apparently in at least one of the stores said that the products sold are not to be used for ingesting controlled substances, Frysiek said. After the employee reported what he had seen, customs agents later visited six Penguin Feather sites: five in Northern Virginia and one in Georgetown, Frysiek said.
